13th April, 1915.

The war has prevented progress being made with the China Companies Order in Council because we have all been too busy to attend to it.

On the 25th of September last we received a despatch from Shanghai, containing a memorandum by

Wilkinson, which, among other points, deals with the necessity of extending the scope of the Order so as to cover Companies limited by guarantee. At present

China Company' is so defined in the Order in Council as to exclude companies limited by guarantee. In the past I raised objection to the Order in Council touch- ing companies limited by guarantee because of the diffi- culty that there would be with regard to foreign contributories, and in case a company limited by guaran- tee had to be wound up. Neither the Consul General nor the Crown Advocate at Shanghai will be satisfied until
